Clayton Parish Council celebrates its' First Birthday this month, and organisations
based in the Village can mark the event by applying for Grants to assist the work they do.
Clayton Parish Council was formed in June 2004 after the Community voted for the
creation of a Parish Council, and is funded by the precept element of the Council Tax
that residents of the Village pay (currently £13.09 per household).
There are 13 Councillors on the Parish Council, which meets on the third Thursday
in each month (apart from August & December) in Clayton Village Hall. Meetings start
at 7.00pm. Residents are always welcome to attend the meetings, and they have the opportunity
to raise issues of concern in the village.
Notices of meetings along with the Agendas, are displayed in the Library, the Post
Office, the Village Hall, the Co-op and Basils Sandwich Shop. There is also an announcement
in the Yorkshire Observer section of the Telegraph & Argus each Tuesday.
Minutes of all the Meetings are displayed in the Library and can also be requested on
email from the Clerkcmmurphy@blueyonder.co.uk.
Chairman Robert Spencer said 'all the people who sit on the Parish Council are residents
of the Village and were new to Local Government, except for Councillor Byrom, who is
one of Clayton’s councillors on Bradford Council, so we have ensured that the Councillors
have received training on various aspects of Parish Council work in the past year'.
The Parish Council is able to offer comments to Bradford Council regarding Planning
Applications in the area, and as of 1 April 2005, it took over the running of the Allotments
at Glenholme. There are 27 plots, all fully occupied, with a healthy waiting list.
Issues which have been covered during the year include:
- Dog fouling – leaflets and notices have been placed in the Library and Village Hall
for residents to inform Bradford Council of instances. This was publicised in the
Telegraph & Argus
- Cllr Spencer laid a wreath at the Remembrance Day Service in Victoria Park
- A representative of the police attended a meeting where issues raised including
parking at the CofE school, the possibility of installing CCTV cameras & vandalism.
As a result the 'Police Liaison Committee' was set up to meet regularly with the police
to discuss issues and possible solutions
- Representatives of the Co-op attended a meeting where issues raised included the
siting of the proposed pedestrian crossing, a courtesy bus for the elderly, the
future of the old Co-op building and the provision of funds for Lights in the Village
at Christmas
Some of the aims for the forthcoming year include the provision of a Parish Council
Notice Board in the Village, the production of a Newsletter for all residents, and the
formation of a Community Cohesion Group allowing representatives of all age groups to
meet and agree ways forward to eradicate potential conflicts of interest and improve
relationships.
The Parish Council have recently advertised the availability of Grants to organisations
based in the Village, and encourages as many groups as possible to apply.
The Chairman added 'Clayton Parish Council welcome any ideas from residents on what
they would like to see done in the village, and every effort will be made to accomodate
these if they fall within our powers'.
